Man charged in ‘serial punching’ of women in Chicago is facing new charges for Lincoln Park attacks

A man with a history of allegedly slugging women is facing new charges after an unprovoked attack in June in Lincoln Park, police said.

William Livingston, 32, was identified as the person who struck two women, 29 and 40, on June 12 in the 2700 block of North Clark Street, police said.

Livingston, who was arrested Wednesday in Cook County Jail, where he was being held for an earlier case, was one of two men highlighted recently in social media regarding a series of violent encounters in Chicago. The encounters have raised concerns about how the criminal legal system addresses the mental health of violent repeat offenders.

Livingston, who has been arrested at least 14 times since 2012, has been convicted five times for attacking cops, sometimes threatening to kill them. He’s also been charged with punching women in the face in at least eight cases.

In another case, Livingston is accused of cold-cocking Kathleen Miles of Lake Villa in the head in August. Miles, 56, who was walking to a train downtown, fell to the sidewalk, unconscious. In this case, he was arrested Aug. 19 and was being held in the Cook County Jail, facing felony charges of aggravated battery. He was charged Thursday after a hearing on the Miles case, court records show.

Livingston has been in and out of psychiatric treatment and jail for crimes that included punching women in the head.
