The fiend, who planned his terror attack in 2017 with suicide bomber brother Salman Abedi, is now thought to be in the segregation unit at the South East London jail.
Rudakubana, 18, has been held there since he was handed a life sentence for murdering three young girls at a dance class in Southport.
Prisoners in segregation units have no contact with other inmates and time outside their cells is spent alone.
But their role has come under scrutiny since Abedi threw hot oil and used blades made out of trays to injure four prison officers in a kitchen at Frankland, Co Durham.
Counter-terrorism police are investigating, with one officer remaining in hospital.
Access to kitchens in secure units has been suspended.
The Ministry of Justice has said it would carry out a review, with Justice Secretary Shabana Mahmood promising: “This will look into what we must do to better protect our prison officers in the future.”
This could include issuing body armour to prison staff.
There will also be an audit into how previous guidelines over keeping extremists behind bars have been followed.
At Belmarsh, there are 16 cells in the high-security wing used for those who must be kept away from any other inmates for safety reasons.
A report into the segregation unit last year said: “Many cells were dirty and lacked basic necessities.”
