Yuki Tsunoda and Alex Albon crashed out on the first lap, with Fernando Alonso also retiring early.
Red Bull’s world champ Max Verstappen then suffered his penalties – the latter one for going off the track and taking an advantage over Norris.
On the Brit’s team radio came the message: “I was ahead the whole way through the corner, this guy is dangerous.
“I just have to avoid a crash, I will end up in the wall in a minute.”
Meanwhile, Carlos Sainz led from pole with Ferrari team-mate Charles Leclerc four seconds behind.
And after 30 the 71 laps we had this top five: Sainz, Leclerc, Lando (Mclaren), George Russell (Mercedes), Kevin Magnussen (Haas).
Norris tried to pile on the pressure.
And Leclerc somehow averted crashing into the barrier with a brilliant recovery as he took third ahead of Lewis Hamilton, whose Mercedes team-mate George Russell was fifth, a place above Verstapen.
