LA Rams aim to break ground on sprawling Warner Center campus by 2027

A sprawling new complex in Woodland Hills anchored by the Los Angeles Rams is moving into its early planning stages, a key step in a multi-billion investment that will include the team’s permanent headquarters, a training facility, offices, housing and more.

Spanning 52 acres – and part of nearly 100 acres acquired by the Kroenke Organization in 2022 – Rams Village at Warner Center is envisioned as a sweeping mixed-use district in the West Valley. Supporters say it could transform a once-quiet business hub into a bustling destination for jobs, housing and culture — and of course, sports.

Rams owner and developer Stan Kroenke has submitted the preliminary zoning assessments to the City of Los Angeles for Rams Village — an early step ahead of formal planning applications expected later this summer or early fall, members of his team said during a webinar this week.

Brad Rosenheim, a land-use consultant working with the Kroenke Organization, said the goal is to complete the city’s entitlement process by the end of 2026 and begin construction in early 2027.

“One of the driving forces here is to get the Rams permanent headquarters and training facility under construction first half, hopefully, of 2027,” he said in during a webinar hosted by the Valley Economic Alliance on June 18. “And that’s about a two-year buildout, give or take, a few months.”

The Rams’ new home base will be the center piece of Rams Village. The reportedly $10 billion project includes more than 3 million square feet of residential space — roughly 3,005 rental units in a mix of high-rise, mid-rise and live-work buildings. About 5% of the units will be reserved for very low-income households.

Plans also call for nearly 2 million square feet of commercial development, including retail, office space, a hotel and two indoor performance venues with capacities of 5,000 and 2,500 seats. The site will feature roughly 9.5 acres of public open space with various pedestrian linkages, exceeding the minimum requirement of the Warner Center 2035 Plan, according to the Kroenke Organization.

At the heart of the development is a 350,000-square-foot Rams team headquarters and training facility. It will include existing outdoor grass fields and a 150,000-square-foot indoor practice field equipped to accommodate up to 2,500 fans. To support the large-scale project, the plan includes approximately 9,000 parking spaces–about half underground and half above ground.

Construction will be carried out in phases. According to Rosenheim, work on the northeast residential buildings —already approved under the Promenade Plan — is expected to begin within the next nine to 12 months. Those two buildings will move forward under existing entitlements while new entitlements are processed for the rest of the site.

The next phase will focus on the Rams headquarters and indoor field. Subsequent phases are likely to include additional mid-rise residential buildings and a retail anchor on the northern portion of the Promenade site, also referred to as the West Village.

“In all likelihood, there will be overlap between the construction of the buildings, but they won’t necessarily start at the same time,” Rosenheim said.

The Kroenke Organization assembled the nearly 100-acre Rams Village site over the course of a year through what Rosenheim called “a series of very unique opportunities.”

It began in March 2022 with the purchase of the 34-acre Promenade Mall site, along with existing entitlements for a mixed-use, entertainment-focused project. A month later, Kroenke acquired the adjacent 32-acre Anthem Blue Cross property, giving the organization 66 acres to begin rethinking the site plan. In January 2023, Kroenke finalized the purchase of the 30-acre Village at Westfield Topanga, anchored by Costco, bringing the total to roughly 100 acres.

In the meantime, as plans move through the city review process, the Rams have already begun relocating operations to Warner Center. Between 400 and 500 staff now work in the Valley depending on the season, with temporary training and corporate facilities in place as of this spring, Rosenheim said.
