On time and on budget, the Eastridge to BART Regional Connector (EBRC) Project continues advancing on Capitol Expressway, between Willbur Avenue and Quimby Road in East San Jose. To date, the project has reached 43% completion, and one mile of the bridge is now finished and visible to the public.

The centerpiece of this project is the elevated Story Light Rail Station, which will be perched above the intersection of Capitol Expressway and Story Road, with automobiles traveling directly under the platform on Story Road. The aerial platform will be accessed by thousands of riders each day from Capitol Expressway via two pedestrian overcrossings from the corner of the Story Road intersection. These pedestrian overcrossings, integrated with the center platform aerial platform, will allow passengers to get to Eastridge Mall, the Great Mall, BART at the Milpitas station, or other parts of the Santa Clara Valley.

VTA’s Outreach staff have maintained consistent and proactive engagement with residents living closest to the project site since construction began in May 2024, including direct outreach to more than 500 apartment tenants and in-person visits to 150 homes. In addition, timely construction notices and newsletters have been provided to businesses and the broader community within a half-mile radius, reaching approximately 14,000 residents and businesses each time.

VTA project staff are committed to responding promptly to residents who live near the project, assisting them with their concerns. In addition, residents can stop by the Community Outreach Office trailer located at 1091 S. Capitol Avenue (near Story Road), open every Tuesday from 1:00 p.m. to 5:00 p.m. Staff members are also available by appointment.

The Valley Transportation Authority (VTA) remains focused on the goal: steadily extending VTA’s Orange Line to improve public transit options for the East San José community.
