OAKLAND — A 19-year-old has been charged with murdering a local security guard who was shot while walking home from work, allegedly by someone who was aiming at another person, court records show.
Jeremiah Crawford, of Union City, was charged with murder, two counts of shooting an occupied vehicle, and three counts of shooting an unoccupied vehicle, all felonies. Police allege that on Aug. 27, 2025, Crawford was involved in a shooting on the 700 block of 17th Street in Oakland, where 68-year-old Tony Norman was killed.
Crawford has been charged with a personal use enhancement in Norman’s death and may have been the driver. Police say at least three other persons of interest are being investigated for potential involvement in the shooting but none have yet been charged.
Norman was dressed in a security guard uniform and worked at Kaiser Permanente in Oakland, authorities said. Investigators later determined the shooter was aiming at a vehicle and that Norman was simply a bystander, according to court records.
Authorities said in court records that Crawford — an alleged “associate” of a West Oakland gang — was identified through video surveillance, physical surveillance, and electronic data,” and that he later identified himself on video surveillance of the shooting. He denied killing anyone, and also claimed that a rented Nissan Sentra — allegedly rented by Crawford and used in the shooting — had been stolen from him.
Crawford is being held without bail and is next due in court on Nov. 4 to enter a plea, records show.
