El Cerrito police make arrest in sexual battery of sight and hearing impaired woman

EL CERRITO – A 28-year-old Richmond man was arrested Tuesday in connection with the alleged sexual battery of a hearing and sight impaired woman last month in El Cerrito, police said.

Hugo Antonio Martinez Ortigoza turned himself in at the police station, the El Cerrito Police Department said in a news release. He was accompanied by his lawyer and did not provide a statement to investigators.

The incident happened around 3:30 p.m. on Nov. 13. Police said the suspect followed the victim to a residential area on Stockton Avenue near Elm Street and slapped her bottom.

After investigators tracked down video surveillance footage and released an image of the suspect, several people identified him as Martinez Ortigoza, according to police.

A warrant was then issued for his arrest on a charge of felony sexual battery of a seriously disabled person.
