Investigation into San Jose brothel operation ends in two arrests

SAN JOSE — A months-long investigation into a suspected brothel operation in San Jose ended in the arrest of two suspects in late March and early April, police said.

On March 28, officers served search warrants at commercial properties suspected of housing brothels in the 1000 block of Willow Street, the 1000 block of Tully Road and the 200 block of North Jackson Avenue, San Jose police Sgt. Jorge Garibay said in a news release.

Garibay said officers also served a warrant at a home in the 1300 block of Bagley Way.

Officers encountered three suspected commercial sex workers while serving the warrants, Garibay said, adding that Community Solutions provided them with support and resources.

At the Willow Street property, officers arrested Bili Ruan, 50, of San Jose, on suspicion of pimping, Garibay said.

Garibay said Tien Tran, 46, of San Jose, was identified as the primary operator of the brothels, but she was not present when the warrants were served. A warrant was issued for her arrest on suspicion of pimping and she was taken into custody on April 2.

Ruan and Tran were both booked into the Santa Clara County Main Jail in San Jose.

While searching the properties, officers recovered evidence that they were being used as brothels, as well as $25,000 in cash and multiple designer purses and jewelry worth more than $200,000.

The investigation took three months and stemmed from a previous case, Garibay said.
