South Hayward gangster gets 23-year prison term in ‘Operation Winter Storm’

OAKLAND — A Hayward gang member has accepted a 23-year prison sentence for three counts of attempted murder, ending a prosecution that has been ongoing for eight years, court records show.

Humberto Villegas, 32, became the last man to be convicted in Operation Winter Storm, a 2017 wiretap case that took aim at a gang called East Las Palmas, a subset of the Norteños based in South Hayward. Villegas’ five co-defendants all received sentences ranging from seven years in prison to 25 years to life, court records show.

Villegas pleaded no contest to three attempted murder counts, and was formally sentenced in late August, records show. He received credit for nearly 10 years spent behind bars while the case was pending. He was transferred to prison on Sept. 18 and is being housed at Pleasant Valley State Prison in Coalinga.

The charges all related to alleged murder plots that never came to fruition, including a plan to shoot someone nicknamed “80-Deuce” who had shot Villegas in the hand. Another conspiracy related to an attempt to kill a rival gang member who rapped under the moniker Lil’ Slugg.

Only one of the six co-defendants took his case to trial, and got a much harsher sentence for it. Matthew “Yung Mickey” Munoz was convicted of conspiracy to commit first degree murder and given 25 years to life. The others received sentences ranging from seven to 17 years behind bars.

Munoz lost an appeal of his conviction last June.

One of the defendants, Jeswal Prakash, was released from prison only to be charged with attempted murder in a shooting last May 5, court records show.
