Time Out based its rankings on a mix of culture, diversity, food and drink, businesses and nightlife. It really is a diverse collection, ranging from an industrial Finnish hotspot to a Tokyo book-lovers’ paradise. Here are the first 10 neighborhoods; check out the story for the full accounting.
