Philadelphia Eagles general manager Howie Roseman is a lot of things, but complacent isn’t one of them.
One of the more aggressive executives and roster builders across the NFL, Roseman made it clear after making final cuts to finalize the Eagles’ initial 53-man roster that the emphasis here is on initial.
“I’ll say this,” Roseman told reporters Tuesday, shortly after the league-mandated deadline to get down to 53 players. “We aren’t done here.”
Not only does Roseman now have the opportunity to scour the waiver wire for players who could be upgrades over those that the Eagles kept, but a significant war chest of draft capital to continue wheeling and dealing after making three trades over the weekend.
As it stands, the Eagles currently have as many as 12 picks in the 2026 NFL Draft, including potential compensatory selections to be awarded next offseason.
“We’ll see what happens in the next 24 hours,” Roseman said. “We got a lot of picks here. We’re happy to use those picks in the draft, but I think for us, the early part of the season, in September, we have to see what we have.
“If we need something, I’ll do whatever I can for this football team, to be aggressive. [owner] Jeffrey [Lurie] gives me that opportunity to do that. I don’t think that we’re done. This is a work in progress.”
Roseman has built a roster capable of sustained runs at the Lombardi Trophy, but the Eagles are aiming to become only the third franchise since the turn of the century to win back-to-back Super Bowls. The decisions made today and in the weeks ahead could prove pivotal in Philadelphia’s repeat bid.

Now, after catching seven passes for 90 yards and a touchdown during the Eagles’ three preseason game, the former Tarleton State star landed a spot on the roster.
The 5-foot-11 and 210-pound Cooper stacked consistently dominant practices throughout training camp, after posting 164 receptions for 3,185 yards and 29 touchdowns during his collegiate career.
Cooper rounds out a receiving corps that has been dealing with injuries over the latter half of the summer and was bolstered by the arrival of John Metchie in a trade with the Houston Texans.
