The city of Green Bay will be the first to tell you the impact Mark Murphy has had. As the Green Bay Packers president since 2007, Murphy will officially step down this Friday, July 25.
While the Packers are the lone team to not have an owner, Murphy’s replacement is the closest they’ll ever get. Green Bay hosting the 2025 draft was the perfect send-off to Murphy, who won’t soon be forgotten.
Ed Policy Set to Take Over as Green Bay Packers President
Policy has his work cut out for him as Murphy will go down as the third most winningest president in program history. With a 153-88-2 record, only Bob Harlan (175-135) and Dominic Olejiniczak (174-152-12) have more wins under their presidency.
The decision wasn’t Murphy’s as his age got the best of him. The former Washington Commanders player turned 70-years-old this year. At the limit, Green Bay has had their eyes on Policy for awhile as they knew this was a change that had to be made.
The Packers officially appoint Ed Policy team president on Friday.
For a franchise without an owner, he’ll be the closest thing to it.

Thankfully for the Packers, football runs through the Policy bloodline. Ed’s father, Carmen, won a Super Bowl as president and CEO of the San Francisco 49ers from 1991-97. It’s not like Policy is a new name to the organization. He’s served as the Packers general counsel, vice president, and chief operating officer since 2012.
Murphy, who’s worked with Policy for the last 13 years, has no doubts about his abilities, “Ed is absolutely ready and will do a great job. He’s very sharp, knows the league inside and out … he’s been invaluable to the organization during his tenure here.”
The former lawyer from Youngstown, Ohio, had no idea this is where he life would take him. Eddie DeBartolo, the 49ers owner, was one of his many clients. Football continued to be part of Policy’s life, whether he wanted it to be or not.
“Listening to him negotiate contracts, listening to him talk to head coaches about difficult things, talk to Bill Walsh or talk to GMs about difficult things, those were great experiences,” Policy said about his father. “We talked about the NFL and the business of the NFL and pro football every night at the dinner table.”
A Moment 13 Years in the Making
When speaking to Matt Schneidman of The Athletic, Policy said he would roleplay Murphy’s decisions since he first took over in 2012. Whenever a massive choice needed to be made, Policy was preparing as he thought this could one day be his decision to make.
During his presidency interview, Policy revealed that he was confused why Murphy would finish his sentences, “The panel would kind of look at him … and at first I thought, ‘Geez, Mark, this is my interview,’ but then I realized it was such a great moment because it really showed how in tune I was with his thinking.” Safe to say, things worked out just fine.
With Murphy on his side, Policy wanted to speak to Bob Harlan as well. Harlan began working with the Packers in 1971. He was the team’s CEO from 1989-2008. A 20 minute chat turned into three hours at Lambeau Field, but Policy won Harlan over.
“He’ll do an excellent job. Couldn’t be a better choice because he’s sound, he’s intelligent, he’ll be careful in his decision-making.” The 88-year-old said, even though he had never met Policy prior to their conversation.
Policy has his father’s approval as well, “He’s so much better than I am in so many ways. He’s a little more deliberate and will condition himself to be able to anticipate what the problems are and how better to handle it in advance (rather) than allowing ‘em to get too far out of line.”
A crowd of 10,000+ are expected for the Annual Meeting of Shareholders this Friday, July 25. There hasn’t been a meeting this important since 2007. Packers fans are ready to show their love for Murphy, and support for Policy as president.
