The deal would come under scrutiny because they are part of the City group of clubs.
But the Citizens want him signed beyond his current deal which expires in 2026.
McAtee impressed during his loan stint at Sheffield United despite a miserable relegation to the Championship after Chris Wilder’s side finished bottom of the Premier League table.
The midfielder amassed five goals and four assists in 33 appearances across all competitions with the Blades.
The England Under-21 international has been with City since 2013 when he joined the academy.
McAtee spent nine years within the Citizens’ youth ranks where he left plenty of promise for the future.
That led to two consecutive loan stints at Sheffield United as he first joined the club in 2022.
McAtee counts a total of 14 goals and eight assists in 75 appearances across both stints with the Sheffield giants.
And now the youngster may be set for a much different challenge as he could play in the Champions League with Girona.
Michel’s side stunned the world this past season as they finished third in LaLiga with only four points separating them from second-placed Barcelona.
