Very few clear-cut chances were created across the 90 minutes as substitute Yannick Carrasco went closest, forcing a relatively routine save out of Anatoliy Trubin.
That came after Lukaku scuffed an earlier chance after being played through, with Trubin spreading himself and denying the Chelsea striker.
The result sees Belgium finish second in the group behind Romania and sets up a mouth-watering clash with France in the second round.
