Antioch health care executive charged with fraud arrested at SFO boarding flight to Nigeria

An Antioch health care executive charged with defrauding a federal veterans program of $7 million was arrested at San Francisco International Airport while trying to board a flight to Nigeria, the U.S. Department of Justice announced this week.

Cashmir Chinedu Luke, believed to be 66, was chief executive of Four Corners Health LLC, which provided in-home nursing for elderly veterans in Contra Costa, San Francisco, Fresno, Tulare, Merced, Mariposa and Madera counties.

Prosecutors say that between December 2019 and July 2024, Luke submitted around 10,000 reimbursement requests to the U.S. Department of Veterans Affairs for care that was never provided. That included claims for days caretakers were not with veterans, hours caretakers didn’t work and care for veterans who were actually dead.

Luke was the sole owner of Four Corners and personally profited from the reimbursement scheme. Prosecutors allege he spent lavishly on personal expenses and transferred the payments across a network of bank accounts throughout Asia and Africa.

If convicted, Luke faces up to 10 years in prison and a fine of up to $250,000.
