FoI data has revealed Surrey Police spent £38,290 on kennelling the eight dogs.
The total bill, including vet and legal fees, was £63,080.66.
Glen, 69, of Croydon, South London, said: “The amount of money they spent on keeping the dogs impounded in kennels and pursuing civil proceedings against the owners is absolutely ridiculous.
“I can’t work out if it’s incompetence or malice or a bit of both.
“The initial seizure was reasonable, but to keep them locked up for 10 months was ludicrous and extremely hurtful for everyone involved. The emotional cost of doing that was huge.
“It was something they could’ve resolved within a month. They should apologise.
“Shadow is not the bouncy and confident puppy she was when she left us. She’s far more timid now and wary of humans.”
The force, ordered by a judge to return Glen’s dogs, said: “Our focus was public safety.”
