Waste drops to Walleys Quarry, in Newcastle-under-Lyme, Staffs, were suspended in April.
However, there are more than 1,000 complaints every month about the smells.
Local Simmo Burgess, 45, said: “The whole community suffers daily breathing in toxic fumes.
“No one is listening to the complaints. All promises and no action.”
Audrey Young, 48, said: “It’s like you’re being gassed in your own home. It causes a lot health implications.
“We’ve got the highest rate of breathing difficulties in the country.
“The rubbish comes from places as far away as Scotland.”
Walleys said the site is “stringently regulated by the Environment Agency”.
