Bounty hunter suspected of murder in fatal East Bay shooting

NEWARK — A bounty hunter suspected of fatally shooting a man wanted on an outstanding warrant was arrested Thursday in Placer County, authorities said.

Foresthill resident Charles Price, 49, is suspected of murder in the shooting of 42-year-old Richard Turner on March 19, authorities said. The gunfire occurred in the 39000 block of Cedar Boulevard about 4:50 p.m.

Price remained in custody at Santa Rita Jail in Dublin on Friday without bail, according to jail records.

In a statement, police said Price was looking for Turner to have him face charges for weapons offenses. A warrant had been issued for Turner, police said.

The two men had a confrontation and gunfire flew, resulting in Turner’s fatal injuries. Police said they took both guns into evidence and determined Turner had built his own “ghost gun” with privately obtained parts.

Police said they have spent the time in between the shooting and Price’s arrest to establish a chain of events leading up to the shooting and a chain of events during it. They also determined the statutory requirements that govern bounty hunters in Alameda County and the state of California by working with the Alameda County District Attorney’s Office and California Department of Insurance.

Police said authorities eventually issued an arrest warrant for Price on second-degree murder. Details on how authorities found Price and the arrest itself were not available.
